Director's Message:

CPC was recently informed the Commerce Learning Center (CLC) is about to undergo major administrative changes that will impact online courses required for promotion eligibility. The system will be replacing current courses with new offerings.  The anticipated launch is in July of this year. 

Given there will be an impact on NOAA Corps officers attempting to complete required coursework for promotion eligibility, it is important to adhere to the following guidance.

- Do not enroll in any more courses until the new system is announced in July.
- If you have completed some courses - but not all - complete the remaining course work by 23 May.
- If you have already submitted your transcript and associated cover memorandum, expect to receive notification from the Chief, Officer Career Management Division regarding completion of eligibility requirements.  
- If you have just begun, or not yet started the coursework, wait until July to sign up.

2014 Promotion Boards and Medical Status:

Promotion Boards were held this week. Officers in the zone, and being considered for selection, are encouraged to review their medical OPF to ensure that they remain physically qualified for full and unrestricted duty.  The medical OPF provides detailed information on fitness for duty including the expiration dates of your most recent dental and periodic physical examination as well as other medical requirements. Officers may submit outstanding items via the medical OPF online (https://cpc.omao.noaa.gov/opfonline/) or by using Accellion Secure File Transfer. Please contact CDR Hobson-Powell (Elizabeth.hobson-powell@noaa.gov) if there are any discrepancies or you have any questions about your medical OPF. As a reminder, Personal Health Information (PHI) should not be submitted to the Medical Administration B ranch via e-mail unless your attachments are encrypted.  PHI must be submitted via the OPF online or by using Accellion Secure File Transfer.  To activate or re-activate your Accellion account, please go to https://sft2.doc.gov.

Leave Carryover for the End of the Fiscal Year:

The maximum leave balance carryover from Fiscal Year 2014 to Fiscal Year 2015 remains 75 days. Officers with a leave balance above the maximum allowable at the end of the fiscal year will have their balances automatically reduced to 75 days. There are no provisions to compensate officers whose leave balances are reduced. Please note on 30 September 2015, the maximum leave balance carryover into Fiscal Year 2016 will be reduced to 60 days.  Please refer to NOAA Corps Directive, Chapter 6, for authorities and guidance on the proper use of leave. 

NOAA Corps Anniversary:

The NOAA Corps will be celebrating its 97th Anniversary this year.  On May 17th , the DC Area ACO will be hosting an Annual Dining-Out as part of the celebration.  This year Ms. Jonna Doolittle Hoppes will be the guest presenter.  Ms. Doolittle Hoppes is the granddaughter of U.S. Army-Air Force General James "Jimmy" Doolittle, distinguished and decorated WWII pilot, famous for leading the first air raid to strike the Japanese Home Islands following the Japanese attack on Pearl Harbor. The following clip includes original film footage of the crews on the historic "Doolittle Raid" of WWII, which proved to the U.S. and the Japanese Empire that America could and would strike back.
