Defense Enrollment and Eligibility Reporting System (DEERS) Real-Time Automated Personnel Identification System (RAPIDS) Program Management
The NOAA Corps Commissioned Personnel Center (CPC1) develops NOAA Corps policy regarding DEERS/RAPIDS and initiates and develops procedural guidance. NOAA Corps policy and procedures are integrated into the world-wide maintenance of DEERS/RAPIDS. We respond to all active duty personnel regarding DEERS enrollment, ID card policy and procedural interpretation, DEERS/RAPIDS hardware and software issues, and develops guidelines for field level enrollment of family members in DEERS. CPC1 serves as the NOAA Corps single point of contact for DEERS/RAPIDS activities. The NOAA Corps is a voting member of the Joint Uniformed Services Personnel Advisory Committee (JUSPAC).
The DEERS database and the RAPIDS client application were developed to provide a means of gathering and storing personnel and benefits eligibility information for Uniformed Services sponsors and their eligible family members. The Uniformed Services include the Army, Navy, Marine Corps, Air Force, Coast Guard (whether it is operating under the Department of Transportation or the Department of Defense), their respective National Guard and Reserve components, the Commissioned Corps of the Public Health Service (PHS), and the Commissioned Officers Corps of the National Oceanic and Atmospheric Administration (NOAA).
In 1993 RAPIDS was significantly enhanced to create machine-readable Uniformed Services Identification (ID) cards. The new ID card is credit card-sized and contains textual information, a digitized photograph, and linear and two-dimensional bar codes. Like the automated DD Form 1172, the ID card is created interactively based on the individual's DEERS record.
RAPIDS exists as a network of microcomputer workstations located in Uniformed Services personnel offices and other selected locations worldwide to aid in accessing and updating the DEERS eligibility database and to create DD Forms 1172 and Uniformed Services ID cards. The RAPIDS workstations obtain DEERS data via RAPIDS hosts to facilitate verification of applicants' eligibility for an ID card and for various Uniformed Services benefits, and to pre-fill DD Form 1172 update screens.
