CPC would like to wish all officers, active and retired, their families and supporters a very Happy Thanksgiving and a safe holiday season. For this issue of the Cyberflash, we have a few announcements relating to various updates and family matters. As a reminder, the End of Year Package (EOYP) is now available in OPF Online. Please refer to my email dated 14 November or visit your OPF online for additional information. For those unable to view the OPF online status indicators sent in the email, here is that information again:

Not Finished   the EOYP has not been started, or has not been completely answered

Submitted, pending review at CPC   when all questions have been answered, with some selected as "Changes Needed", and CPC is processing.

Eligible   when the 2014 EOYP is completed and all questions are correct or complete

Also, a reminder that any pay actions (e.g. Leave, PCS, Marriage's, etc) must be sent to the Payroll Unit as soon as possible in advance of the USCG Payroll system conversion beginning 15 December 2014. It is recommended that you review your LES prior to 15 December and after 06 January to identify any errors that may have resulted from the system conversion. Lastly, confirm your mailing address in HR Direct, prior to the distribution of W-2's in early 2015.

Same-Sex Spouse Benefits

In 2013, the Department of Defense (DoD) announced the plan to extend benefits to same-sex spouses of uniformed service members and retirees. In September of that year, benefits such as TRICARE enrollment, spousal and family benefits, and Survivor Benefit Plan were made available to same-sex partners and retroactively to the date of the Supreme Court's decision, June 26, 2013. Any member married after the effective date should provide a valid marriage certificate to CPC in order to effect entitlements. The Operation Purple Programs are specially designed programs that serve military families in three different phases of military life – deployment, reintegration, and coming together after an injury. National Ocean Service Billet #7211: Chief, Applied Ecology and Restoration Research Branch

Billet 7211 is an O4 billet within the Center for Coastal Fisheries and Habitat Research laboratory, located in Beaufort, NC. The officer will serve as the Applied Ecology and Restoration Research Branch Chief, responsible for managing Branch operations and overseeing the conduct of research, planning and execution of projects. This Branch serves the science interests of a broad spectrum or NOS interests in Sanctuaries, OCRM, and OR&R. The Branch Chief also provides leadership towards accomplishment of all Center missions, ensuring congruence with NCCOS, NOS and NOAA.

The incumbent is responsible for leading a portfolio of marine and coastal ecosystem science, manage a diverse workforce and scientific enterprise, lead people in bringing about strategic organizational change, and build partnerships in order to develop strong working relationships across NCCOS, NOS, and NOAA and build coalitions with other Federal agencies, State and local governments, and nonprofit and private sector organizations to achieve organizational goals. Marine and Aviation Operations Center Billet #0011: Fleet Standardization Office, Staff, MOC-A, Norfolk, VA.

Billet 0011 is an O-4 assignment with the Fleet Standardization Office. The officer is responsible for the drafting, editing, and general handling of procedure and policy documents and for their implementation within the NOAA Fleet. Incumbent Officer will work closely with Safety Training and Environmental Management staff, Center Commands, and Commands at Sea. Experience as an Executive Officer is desired for this high exposure billet; SWO qualification is a must. Officer will gain a deep understanding of policy and responsibilities, helping them further develop a strong base for a Command at Sea assignment.
