Director's Message:

Leadership Philosophy Discussion Panel Members Needed

U.S. Coast Guard Officer Candidate School (OCS) and NOAA Corps Officer Training Center (NCOTC) staff are looking for officers and civilians in management positions to participate in the upcoming Leadership Philosophy Discussion Panels for OCS Class 2-15 and NOAA Basic Officer Training Class (BOTC) 125. This unique leadership opportunity will allow you to directly shape the future commissioned officer corps across two services.

On Tuesday, 28 April 2015 from 0730-1200, Officer Candidate School will host individual discussion panels for two international students and 63 Coast Guard and NOAA Officer Candidates. Each panel will consist of three officers and/or senior enlisted members (E-7 to O-6) and will evaluate five to six students. As a panel member, you will be provided with your students' written leadership philosophies in advance to review. On the day of the panel, you will have approximately 25-30 minutes with each student. Your panel will listen as each student presents a summary of their philosophy, then you will ask each student specific questions based on your training and experiences, as well as provide constructive feedback.

This is a highly rewarding experience for both staff and students, as it provides a unique opportunity to develop future Ensigns and offers praise and positive feedback before they report to their first assigments. If you are interested and available, please contact CAPT John T. Caskey at john.caskey@noaa.gov or 860-701-6630.

Personal Health information (PHI) must not be submitted to the Medical Administration Branch via e-mail unless your attachments are encrypted. PHI must be submitted via the medical OPF online or by using Accellion Secure File Transfer. To activate or re-activate your Accellion account please go to https://sft2.doc.gov/. As a reminder, Promotion Boards are approaching soon. Officers are encouraged to review their medical OPF periodically between now and after the selections have been made to ensure that your medical status is still current. The medical OPF provides detailed information regarding deficiencies, expiration date of your most recent dental examination, periodic physical examination, as well as other diagnostic tests. Please contact CDR Hobson-Powell (Elizabeth.hobson-powell@noaa.gov) if there are any discrepancies, or if you have any questions about your medical OPF.

Leave Carryover - Return of 60 Day Maximum

Officers are reminded that at the end of the fiscal year, 30 September 2015, leave balances will be reduced to 60 days. The waiver which allowed for 75 day carryover has not been renewed for this year; and by law the account balance of accrued leave must be reduced to 60 days at the end of each fiscal year. Current leave balances can be found on the most recent payslip in HR Direct Access.

Proper Use of Travel Cards

When using their government issued travel card on official travel, employees may only charge expenses they have incurred themselves, and not expenses on behalf of other personnel. Also, travelers will not be reimbursed for expenses incurred on behalf of other personnel. As an example, when using your travel card to purchase a meal, an officer may not pay for a group of people on his/her travel card even if the group consists of federal employees, the travel card is to be used for the cardholder's expenses only. Click here for more information on Government Travel Charge Cards.
