Director's Message:

The maximum leave balance carryover from Fiscal Year 2015 to Fiscal Year 2016 was 60 days. Officers with a leave balance above the maximum allowable at the end of the fiscal year have had their balances automatically reduced to 60 days. There are no provisions to compensate officers whose leave balances are reduced. However, if you completed approved leave prior to September 30, 2015, and have not already done so, please submit endorsed leave slips to Payroll as soon as possible for retroactive adjustments. Please refer to NOAA Corps Directive, Chapter 6, for authorities and guidance on the proper use of leave.

Separation Process Reminders

All officers with an approved resignation or separation and are within the 60 day timeframe of separating from the NOAA Corps are reminded to work closely with their HR Specialist for out processing guidance and completion of separation documents. It is also recommended that each officer visit the CPC website, to download all necessary documentation that is required prior to separating from the NOAA Corps. As a reminder, once you receive an email from your HR Specialist/Assistant, it is important to take a few minutes to review and respond to the email. A lack of timely submission of documentation can result in a delay in receiving the final separation package.

End of Year Package 2015

It's that time of year again – End of Year Package (EOYP) season! Not to worry - The EOYP for 2015 will soon be available. Access to and tracking of the EOYP will begin on 09 November 2015. All officers are expected to complete the EOYP not later than cob 12 February 2015. The responsibilities and features of the EOYP are very similar to the 2014 package, with a few improvements based on feedback from the Corps. A new feature we've added this year is a survey that will be included in your final completion email. This survey is anonymous and voluntary, and will be sent with the goal of CPC receiving constructive feedback on the EOYP process and ideas for continued improvement.

Uninhabitable NOAA Ships and NOAA Corps Officer Entitlements

Officers assigned to ships deemed uninhabitable, whether away from or in homeport, are not entitled to Meals and Incidental Expenses (M&IE) under any circumstance. In the case of a ship away from homeport, contract lodging in the vicinity of the location of the ship is typically provided. If the ship is in homeport, only those officers who have NOT refused quarters or have dependents in a designated location, i.e., unusually arduous sea duty election or approved BAH Waiver, are entitled to lodging. Officers are provided a monthly Basic Allowance for Subsistence which is intended to offset the cost of meals.

An officer assigned to a ship who has authorized TDY orders away from the ship is entitled to M&IE. Please note that for all officers, accrual of Sea Time and Sea Pay stops on day 31 of the TDY and does not resume until the officer reports back to the ship.
