Message from the Director

Fellow NOAA Corps officers,

I hope this message continues to find everyone and their families safe and adapting to this current health crisis. Please be conscientious, take care of your family, yourself, as well as helping to take care of your community. Team CPC continues to prepare for selection boards next week as well as assisting officers in pay, travel, PCS, and assignment issues. PCS moves are still on hold until May 1st and we will notify officers immediately if anything changes, especially officers with PCS orders in the next 2-3 months to assist in what is sure to be a challenging PCS season. CPC is fully operational so please reach out to us for assistance on any issue we may be able to help with.

During these unprecedented times, I like to reflect back on the NOAA Corps Core Values as well as our leadership competencies. Three of the competencies, Health and Well Being, Adaptability, and Problem Solving, seem quite relevant as we look to identify and manage stress while staying healthy, adapting our work methods towards the current level of remote and telework requirements, and encountering new issues, problems (and opportunities!), and events that require creative solutions.

The verbiage from the NOAA Corps Leadership Development Framework on these three competencies is below:

Health and Well Being - Leaders consider the environment in which they and their people work, attending to safety and well-being. They effectively identify and manage stress. They set a personal health example with emphasis on a program of physical fitness and emotional well being.

Adaptability - Leaders are open to change. They adapt their behavior and work methods in response to new information or unexpected obstacles. They remain optimistic and persistent, even under adversity, and recover quickly from setbacks.

Problem Solving - Leaders identify and analyze problems; use facts, input from others, and sound reasoning to reach conclusions; explore various alternative solutions; distinguish between relevant and irrelevant information; and make recommendations or commit to actions.

BOTC 135, along with USCG OCS class 2-20, graduated on Monday, April 13th, in a ceremony at the U.S. Coast Guard Academy. Guests were not allowed to attend due to COVID-19 impacts so the live stream was the only way for guests, relatives, and others to view the ceremony. Remaining courses include: Bridge Resource Management, Introduction to Watchkeeping, Automatic Radar Plotting Aids, and Shiphandling.

From the Uniform and Awards Board

Award Spotlight: NOAA Corps Mobile Duty Service Ribbon (NCMS) Eligibility Requirements - Any NOAA Corps officer, or member of another uniformed service assigned, detailed, TDY, or attached to NOAA, who completes 180 days of a mobile duty assignment in the United States, its possessions or territories after January 1, 1946, shall be eligible to receive this ribbon. The Director may waive the minimum time requirement.

Part of a Navigational Response Team, on operational flight duty, or in another mobile duty assignment? Document your completion of the 180 days and have your command forward a memorandum to the Director, CPC, demonstrating how the eligibility requirements were met. We want to ensure that all of your hard work and dedication to NOAA and the Nation are properly recognized!

Call for BOTC 137 Interviewers

The Officer Recruiting Branch is requesting two officers, preferably at the O-3/O-4 rank, in each of the following regions to conduct interviews for BOTC 137 candidates from approximately June 1 - June 30, 2020 (schedule is flexible):

  • Northeast Region (RI/MA)
  • Mid-Atlantic Region (SC-NJ)
  • Southeast Region (Central FL)
  • Central Region (Boulder, CO)
  • Midwest Region
  • Gulf Coast Region
  • Southwest Region
  • Northwest Region (Seattle, WA/Newport, OR)
  • Alaska Region
  • Hawaii Region (Honolulu, HI)

Interviewers can expect to interview about five applicants. The regional interview process has received positive reviews from senior leadership, and having a dedicated group of interviewers will normalize scores and make them more valuable to the BOTC selection board.
