Fellow NOAA Corps officers,

One of CPC functions is to process documentation from officer submissions and the operational centers regarding qualifications and designations in order to document them in the officer's Officer Personnel Folder. The safe and effective staffing of our platforms is critical to NOAA's mission and the Nation. The commitment exhibited when qualifying to operate our ships and aircraft is commendable and deserves recognition. Since the last Cyberflash announcement of these achievements, according to the CPC database, the following officers have earned the qualification/designation/achievement of Commanding Officer of a NOAA ship, Senior Watch Officer, Small Craft Command, Officer of the Deck Underway, NOAA Diver, NOAA Aviator, or Aircraft Commander for the first time.

Medical Affairs

Medical Affairs would like to remind all NOAA Corps officers that Health Services has granted a temporary extension of the Medical Readiness requirements until August 1, 2020. This extension includes annual dental examinations, annual tuberculin skin testing, Report of Medical History (DD-2807), Report of Medical Examination (DD-2808), and associated routine laboratory, testing, and imaging. The OSHA respirator form is NOT subject to this extension and still must be submitted.

Reminder: Please submit all medical readiness requirements via your OPF. All other medical documentation should be submitted via Kiteworks.

Officer Assignment Board: O-4/O-5 Shore Assignments

An Officer Assignment Board (OAB) for O-4/O-5 shore assignments will be held on Wednesday, August 5, 2020. The OAB will be prepared to look at potential O-4/O-5 officers and assignments up to 18 months from now. If you are due to rotate to a shore/ground assignment in the next 18 months, please ensure your assignment preferences are up to date, discuss potential assignments with the appropriate liaison officer, and contact the assignment coordinator, CDR Stephen Kuzirian, with any questions at 301-713-7694 or assignmentbranch.cpc@noaa.gov.

From the Assignments Desk: American Samoa/South Pole Station Chief

The Office of Oceanic and Atmospheric Research's Global Monitoring Laboratory (GML) is holding interviews for the 2022-2024 American Samoa/South Pole Station Chief in September 2020. GML operates four remote Atmospheric Baseline Observatories strategically positioned around the globe. The long-term datasets collected at these observatories track atmospheric constituents that drive climate change, stratospheric ozone depletion, and baseline air quality.

The officer selected for this billet will train in Boulder, Colorado for six months before spending one year in American Samoa running atmospheric monitoring instruments, managing observatory facilities, and completing administrative tasks necessary to operate the station. The officer will then return to Boulder, CO for additional training before spending one year at the Amundsen-Scott South Pole Station in Antarctica running a similar suite of instruments at NOAA's South Pole Observatory, coordinating shipping logistics, and assisting with other station duties.

This billet provides independent, self-starting, adventurous individuals with the opportunity to live in the tropical South Pacific, experience six months of light and six months of darkness in Antarctica, and will have the opportunity to earn the Chief of Party Pin, International Service Ribbon, Arctic Service Medal, and Antarctic Service Medal - all within one billet.

From the Assignments Desk: Billet # 3200 - Associate Director of OAR’s Atlantic Oceanographic and Meteorological Laboratory (AOML)

The Atlantic Oceanographic and Meteorological Laboratory (AOML) is seeking a self-driven senior officer to serve as Associate Director of OAR's AOML in the Key Biscayne area of Miami, Florida. AOML's world class research responsibilities cover such diverse fields as hurricane research, ocean chemistry, and physical oceanography.

The officer supervises the operation, maintenance, and upgrades to the 78,000 sqft, 150 employee facility in Miami, FL. They manage facilities and safety staff, including federal employees, contractors, and a junior NOAA Corps officer. The officer is responsible for the maintenance, safety and security of AOML, including emergency response plans, safety equipment, inspections, training, exercises, and overall preparedness. The officer is also the chair of the safety committee, AOML NEPA representative, and the Foreign National and Deemed Export contact. The officer is responsible for long-term maintenance, facility upgrade planning, project management, and contract execution including ongoing contracts exceeding a total of $10,000,000.

The officer coordinates all vessel platform needs, both NOAA and charter vessels, including out year observing requirements and platform support needs. The officer represents AOML in regular OAR-wide discussions regarding platform needs and creative project planning.
