Message from the Director

Good afternoon, fellow NOAA Corps officers,

I'd like to thank everyone who was able to take time out of their schedules to attend yesterday's CPC all-hands meeting. I hope you found the information helpful and would like to reiterate that if you have additional questions, please reach out to your command and/or contact CPC directly. For those of you who were unable to attend, we are currently reviewing the minutes from the meeting and hope to share them with all of you next week.

As noted during the meeting, the FY2022 Officer Corps Management Plan is in the final stage of review and should be signed shortly. Some of the items that will be solidified are the zone sizes for the spring promotion boards. I highly encourage all officers to ensure that their Officer Personnel Folders (OPF) are up to date and correct, to include an updated personal biography as well as medical readiness. Promotion recommendations are made by reviewing the record and your OPF is your record; be sure you know what is in it! If you find errors or anomalies in your OPF, be sure to utilize the "Fix Document" tool in the OPFOnline application or, if a formal amendment is needed, follow the instructions found in NCD 01608. CPC is targeting the middle of April to convene OPBs for all ranks so do not delay reviewing your file.

Also noted in the meeting, RADM Hann has approved the immediate authorization of the updated female grooming standards soon to be published in the latest revision to NCD Chapter 12. CPC will be sharing the details of this portion of the updated regulation as quickly as we can and look forward to the positive changes reflected therein.

Finally, I want to welcome the 15 new ensigns who I had the distinct honor of swearing into the NOAA Commissioned Officer Corps this past Friday. Please continue reading below for more details and a photo of BOTC 139. I left New London riding high on their energy and know the future is bright for the Corps, NOAA, and the Nation!

BOTC 139 Reporting for Duty

On Friday, January 14, 2022, BOTC 139 took the oath of office at the NOAA Corps Officer Training Center at the United States Coast Guard Academy in New London, CT. Over 70 friends and family virtually attended the ceremony for the 15 new officers. The new officers officially started BOTC 139 on Tuesday, January 18, 2022 and are expected to graduate in May. Thank you to all who had a hand in facilitating BOTC 139!

LT Promotion Training Curriculum - Now Complete

Around April of 2021, the loss of Flash Player disabled 3 courses in the NOAA Corps 2: LT Promotion curriculum. Per the Cyberflash on 05 November, two of these courses were able to be directly replaced by existing CLC training. It was found that the “COTR Training Introduction” was both out of date and not supported. CPC’s Leadership Coordinator, LT Diane Perry set to work immediately upon her arrival to CPC in November to work with OHCS, CLC and AGO to generate a new course from scratch. We are pleased to announce that the new course, entitled “NOAA’s Contracting Officer Representative COR Orientation”, went live today on the CLC. It can be accessed via the NOAA Corps 2: LT Promotion curriculum on the CLC.

Any officer nearing the promotion zone for LT should verify they have completed the required training curriculum for promotion to LT as soon as possible. Instructions for completing required promotion training can be found here.

From the Assignment Desk: Billet #7605: ONMS Marine Operations Coordinator

The Office of National Marine Sanctuaries is looking for a motivated officer to take on the responsibilities of Marine Operations Coordinator in the Science and Heritage Division (SHD) at ONMS headquarters in Silver Spring, Maryland. This is an O4 billet. The full SHD portfolio includes support, facilitation, coordination, and management of work relating to environmental sciences, socioeconomics, maritime heritage, and marine operations across the National Marine Sanctuary System. This billet is structured to support the Marine Operations Team of SHD with a focus on NOAA Fleet Allocation across the system, the ONMS Small Boat Program, dive support and coordination with the 11 Unit Dive Supervisors in ONMS, and development of UxS capacity for sanctuary specific needs and opportunities. The Officer will report to the SHD Division Chief, and work directly with ONMS experts as a strategic advisor and project manager to ensure ONMS is well coordinated in the planning and execution of NOAA fleet, aircraft, small boat and diving operations, as well as coordinate and improve the assignments of and collaboration between NOAA Corps officers (currently 11) across the sanctuary system. In collaboration with ONMS management, the officer will be responsible for leading the ONMS Dive Council (with the ONMS National Diving Coordinator), and the ONMS Vessel Operations Council (with the ONMS Small Boat Program Manager). The Officer will also serve with the ONMS Chief Scientist as a representative on the NOS Fleet Team and work closely with ONMS field staff to coordinate ship time requests on the NOAA platforms.

This is a multifaceted and high demand billet that will provide opportunities for developing and honing project management skills, leadership experience, and communication skills at all levels of leadership in ONMS and NOS. The officer will gain programmatic knowledge of sanctuary programs across the system and key partners across NOAA and the private sector; better understand the Fleet and Aircraft Allocation process; work with multiple line offices to plan missions; and support ONMS leadership on specific delegated projects.

From the Assignment Desk: Billet #4610 – NDBC – Special Projects Officer

This assignment is located at Stennis Space Center, MS at the National Data Buoy Center. The Special Projects Officer will oversee the maintenance and support of the Coastal Marine Automated Network (C-MAN) weather stations, and provide guidance and recommendations to senior leadership for future planning. The incumbent will also participate on the Science Advisory Team and play a direct role in promoting scientific integrity and improving the confidence and usability of data observations. This billet will also provide experience as a Vessel Operations Coordinator for the NOAA Small Boat Program. Candidates for this billet should possess strong organization and multi-tasking skills, and be open to problem solving and working with various internal and external agencies.
