Message from the Director

Good afternoon, fellow NOAA Corps officers,

In a fantastic demonstration of serendipity, today I swore in the twelve new ensigns for BOTC 140 here in New London, CT and it happens to be the same day that my approved retirement is broadcast out to my NOAA Corps family. I can’t help but smile at the good fortune and great friendships I have been blessed with during my time on active duty - what a ride! I won’t bore you with my tales of seeing the first north pacific right whale calf in something like 50 years back in 2002 or having a generator fail at 45,000’ on the wrong side of a hurricane back in 2017; I’ll leave those sea stories for another time and place.

Today I want to celebrate those new ensigns coming into the NOAA Corps. As I have often said, and I’ve heard the same from many other officers, I’m not sure I would be accepted into the NOAA Corps if I applied today. The new officers of BOTC 140 entered service with an impressive array of accomplishments, such as advanced degrees in mechanical engineering, experience as airline pilots, and have even written scientific papers on whaling news reports, just to name a few. Quite the impressive group, to say the least. These officers will soon join our fleet, serving as junior officers aboard our ships or co-pilots on our planes. Perhaps it is the nostalgia, but their NOAA Corps journey has just begun, and I hope they take advantage of all the opportunities available to them throughout their careers. Transitions are seldom easy, and certainly moving from the civilian world to active duty can be daunting; however, I have no doubt that these new officers will serve NOAA and our Nation well. Take care of them when you see them, as you were taken care of when you arrived at your first duty station. Engage with them and be a part of the bright future that awaits BOTC 140. Today twelve citizens took the oath of office and were commissioned as Ensigns. Today is a day to celebrate!

Awards for purchase

NOAA Finance is in the final stages of finalizing CPC’s IDIQ contract with two vendors, IRA Green, Inc. and Vanguard. Upon settling the contract details and Congressional budget approval, CPC will have an annual restocking contract to ensure our stock remains full. What it means for individual officers is that both IRA Green and Vanguard will maintain a surplus in NC medal sets and insignia available for private/direct sales.

As it stands, Vanguard has closed down any sales of NC medals in hold out for a contract. However, IRA Green has limited medal sets available for purchase, given an 8-12 week production lead time. Contact the IRA Green sales department directly, as no NC items are available on their website, iragreen.com.

Also, CPC is receiving its first shipment of back-ordered NCAM medal sets after a year-long wait. I will ship the medal sets to first-time recipients who did not receive them with their initial award.

All NC ribbons are available for purchase at UltraThin.com.

2021 DOC awards (gold, silver, bronze, achievement) received final approval in May. I will ship medal sets and memos/nominations to recipient supervisors for presentations in the coming weeks. NAAM monetary awards are still being finalized through Payroll.

2021 NRSR/DMs will continue to ship out to recipients.

I appreciate the NC’s patience with this process and the long recovery from pandemic complications.

From the assignments desk: OAR - Billet #3446/7/8 - American Samoa/South Pole Station Chief

The OAR Global Monitoring Laboratory (GML) is seeking an officer to fill the American Samoa/South Pole Billet with a January 2024 start date. GML operates four remote Atmospheric Baseline Observatories strategically positioned around the globe. The long-term datasets collected at these observatories track atmospheric constituents that drive climate change, stratospheric ozone depletion, and baseline air quality.

The officer selected for this billet trains in Colorado for several months before spending one year in American Samoa running NOAA’s atmospheric monitoring instruments, managing the observatory facilities, and completing administrative tasking necessary to operate the station. Officers then spend one year at the Amundsen-Scott South Pole Station in Antarctica running a similar suite of instruments at NOAA’s South Pole Observatory, coordinating shipping logistics, and assisting with other station duties.

This billet provides independent, self-starting, adventurous individuals with the opportunity to live in the tropical South Pacific, experience six months of light and six months of darkness in Antarctica, and earn the Chief of Party Pin, International Service Ribbon, and Antarctic Service Medal – all within one billet.

From the assignments desk: Detail with the Pacific Marine Environmental Laboratory (PMEL) - Seattle, WA

OAR is seeking 1-2 motivated junior officers (grades O2/O3) for a ~90 day TDY detail assignment between August – October 2022 to support a wide range of administrative and technical tasks across the lab. Exact dates, length of assignment, and location are negotiable. Candidates should possess strong communication skills, experience/familiarity with federal purchasing/acquisitions, and the ability to work independently. In-person work will be supported at PMEL facilities in either Seattle, WA or Newport, OR.

Responsibilities may include:

  • Analyzing and consulting for process improvements and streamlining procedures;
  • Developing budget insight and reporting tools for lab groups;
  • Assisting with end-of-year purchases (including preparation of documents needed for purchase orders and contracts).
  • Developing Smartsheet/tools to help with portfolio management;
  • Providing planning and logistical support for multi-day, high-level, cross-agency and/or international meetings;
  • Assisting with Annual Operating Plan and lab transition updates;
  • Drafting science communication and transition plans for priority projects;
  • Manage interview process (scheduling, paperwork, etc) for federal hires;
  • Organizing materials for employees’ end-of-year progress reviews;
  • Other projects per skills and interests.

The selected officer(s) can expect to gain experience working with researchers and administrators across the lab, and will have opportunities to learn more about NOAA Research by attending science seminars and participating in field operations (e.g., small boat ops, glider piloting). Additional opportunities to interact with local NOAA Corps Officers and learn more about billets and programs co-located at NOAA’s Western Regional Center campus (in Seattle) and Hatfield Marine Science Center (in Newport).
