Message from the Director

Good afternoon, fellow NOAA Corps officers,

I'd like to open up today's message with an apology. It recently came to our attention here at CPC that our main phone line (and toll-free number) were going unanswered with a mailbox that was not taking new messages due to being full. This was unacceptable and CPC apologizes for any confusion or trouble this may have caused. This has been rectified and, despite the large telework presence at CPC due to the ongoing COVID-19 pandemic, the line will remain active and monitored.

Communication is critical for an organization to function correctly and the ability to reach others, get in touch with one another, is paramount to this objective. And the signal must go both ways - message sent and message received - to qualify as real communication. The Google Suite has created a multitude of systems in which we can relay information to each other, whether it be standard email, a G-chat, or the use of our fresh new Google Voice lines that ring directly to your laptop/desktop, we have the tools to connect. If the signal you have sent isn't being received it is incumbent upon us to either try again or try a new method. I encourage everyone to share their Google Voice line on their email signatures and be responsive to all messages we receive. A little goes a long way and a message of 'no update' is still, truly, an update and is appreciated.

Now communication doesn't stop at the day to day messaging and I want to tie this into our responsibility to report performance. We need to continue to communicate the performance of those officers reporting to us and, to that end, CPC is conducting a review of each active duty officer's record. We will be identifying and closing gaps in the performance dimension, specifically late and missing officer evaluations, so be on the lookout if you are delinquent. NOAA Corps Directives Chapter 4, Part 4 contains the roles, responsibilities, and submissions schedules and requirements of the officer evaluation system (OES) for each member of an officer' rating chain, whether they be an officer or civilian employee. We will continue to reach out to individual officers and their respective line office liaisons to close the gap, a general summary of the timeliness of the OES will be shared in a future cyberflash.

BOTC 140 Reporting for Duty

BOTC 140 is officially underway. The class, along with their Coast Guard shipmates in OCS 1-23, is finishing Indoctrination Week and starting the Junior Phase of the program. BOTC 140 has completed formations training, learned military customs and courtesies, and is practicing military drill. They have been introduced to the NOAA Line Offices and their possible career tracks as Corps Officers. Next week the class will begin Basic Safety training. Upcoming important dates include the Eagle Cruise September 17th-October 1st with a port call in Newport, RI, Billet Night October 5th, Leadership Philosophy Panel’s November 14th, and Graduation November 18th.

Active Duty Service Obligations - Ask CPC Webinar

It has been a little over a month since the new Active Duty Service Obligation (ADSO) law / regulation went into effect. It has come to CPC’s attention that the quick rollout of this new regulation in June resulted in some mixed feelings, both by those directly affected, and others within our NOAA Corps community. CPC will be hosting a webinar to discuss the mechanics and timeline of the rollout, and allow any officers an opportunity to discuss this new regulation with CPC. Details for the webinar are below.

From the assignments desk: Billet #0047 – Project Manager, OMAO Strategic Management Division

OMAO’s Strategic Management Division (SMD) is looking for a motivated, detail-oriented O3 to join our team as a Project Manager in Silver Spring, MD. SMD is a new Division within OMAO headquarters, charged with managing implementation of OMAO’s FY21-25 Strategic Plan, providing enterprise project management to high-profile initiatives, defining and monitoring performance metrics, and establishing a centralized and organization-wide Policy Program.

This billet provides an excellent opportunity to apply experience across operations and assignments and effect real organizational change. Your experience in the fleet, at AOC, and elsewhere in the field (including those challenges and opportunities you’ve encountered) will be instrumental in developing recommendations and leading improvement projects and processes. The position offers the chance to interact with various levels of OMAO leadership while developing and applying project management expertise. Specific responsibilities may include:

  • Serving as project manager for one or more strategic plan milestones collaborating directly with project stakeholders and executive sponsors;
  • Providing recommendations to improve effectiveness and efficiency of OMAO operations and headquarters business management functions;
  • Actively leading and/or assisting with OMAO-wide process improvements related to the development, tracking, and management of OMAO Policies, Procedures, and Official Forms.
  • Developing and implementing templates and style guides to existing and future OMAO handbooks, policies, procedures, SOPs etc;
  • Providing technical writing and reviews in support of the Policy Program. Supports steering committee meetings as required;
  • Assist with management and tracking of OMAO Agreements;
  • Authoring, contributing, or managing content on the OMAO Intranet and Strategic Management Division webpage;
  • Assisting the SMD Director with the development of talking points, status reports, and presentations;
  • Maintaining an authoritative list of OMAO representation across all NOAA-level working groups;
  • Coordinating responses, data, and briefing materials for NOAA-level working groups (e.g., NOAA Science Council, NOAA Observing Systems Council).
