Message from the Director

NOAA Corps Officers -

I hope your November is off to a great start. There is no shortage of activity at the Commissioned Personnel Center and here (and below) are just a few of the highlights:

  • The new CPC Advisory Team had a face to face meeting in Silver Spring, MD this past Wednesday with the CPC staff. The purpose of the meeting was to connect, build trust, and kick off the working relationship. I appreciate everyone who took the time to travel in from out of town and the great questions asked by the CPC staff. Here is the CPC Advisory Team charter for reference. Some of you might be wondering how this activity will interface with the NJAC initiated working groups and we are coordinating a plan to leverage and coordinate these activities.
  • In the next month CPC will be holding an Officer Personnel Board for officers holding the rank of captain. The purpose of the OPB will be to review all officers in the permanent grade of captain for retention or retirement in the best interest of the Service. Last year we did not hold an O6 promotion board for the first time in over 20 years. NOAA Corps captains play a vital role in our organization whether they serve in an operational billet, alongside our partners, and throughout NOAA.
  • We have three recent changes in leadership to highlight:
    • On Friday, September 9 CAPT(s) Amanda L. Goeller assumed command of MOC-Atlantic from CAPT Nicholas J. Chrobak.

    • On Friday, October 14, CAPT Keith A. Golden assumed command of MOC-Pacific from CAPT Jeffrey C. Taylor. Fair winds and following seas in retirement, CAPT Taylor.

    • On Thursday, November 3, CAPT William P. Mowitt assumed the director position of the Uncrewed Operations Center from CAPT Phillip G. Hall. This was the first change of director in the history of the UxS Ops Center! Fair winds and following seas in retirement, CAPT Hall.

This Saturday we will be having the first Dining Out in the NCR in over three years. Many thanks for the officers that have been working hard to plan the event. Traditional events like these are part of our rich history. I also want to encourage officers to lower their stress on uniform details. As always it is important to fully commit to our uniform protocols, however, the supply chain has not made this easy. Do your best, but the important thing is that we congregate, swap stories, celebrate our Service, and break bread together. If you can’t make it to this Saturday’s event, I look forward to seeing you at a future event.

BOTC 140 Updates

BOTC 140 is reaching the end of their time at the Coast Guard Academy. At this point in the program their training becomes a lot more hands-on, and the students spend a lot of time on different underway platforms and training in simulators at USMRC in Middletown, RI. BOTC 140 recently spent a week in RI for RADAR class and got to meet the REFTRA class training at the same time. The students got to hear from experienced Corps Officers and make important professional connections. Last week BOTC began training on the Fast Rescue Boats and Coast Guard T-boats. In the coming weeks they will continue to focus on shiphandling, in the classroom, in simulators and underway. BOTC 140 will graduate from BOTC on November 18th, spend 5 days underway on the Pisces Nov 29-Dec 4th, and finish their training with a week of Bridge Resouerce management ending December 9th.

NOAA Corps Policy Development

CPC and the Strategic Management Division have made significant behind-the-scenes progress on updating NOAA Corps Directives. Revisions to Chapter 1 are in the final stages of review with the Department of Commerce Office of General Counsel before approval and publication. These revisions are largely clerical in nature and will not affect most officers' day-to-day lives. They focus on updating references to revised statutes, revisions for better organization and readability, and updates to reflect the current state of personnel and medical records management, These changes will also summarize the new officer candidate appointment process as authorized by the NOAA Corps Amendments Act of 2020, as prescribed in our new regulations at 15 C.F.R. Part 998, Subpart B.

A new NOAA Corps Directive chapter describing physical fitness and body composition requirements is also in the final legal review process. To review a summary of the forthcoming policy, please see SMD's August's NOAA Corps Amendments Act Newsletter on the OMAO Intranet.

NOAA Administrator Awards

CPC's payroll experts are working closely with the USCG payroll office to implement a system upgrade that will allow officers to receive the monetary portion of the NOAA Administrator's Award. Until this system upgrade is implemented, we are unable to process and pay out the monetary portion of NOAA Administrator Awards. We are actively managing this and once Direct Access is equipped to correctly process and pay the Administrator Awards, it will be announced. The addresses in NOAA Corps directives and other instructions will be updated in the near future.

Ending of Reporting Period for O3/O4 OERs

As a reminder, Wednesday, November 9th marks 21 days before the end of the annual reporting period for O3s and O4s (November 30th). Rated Officers please work with Supervisors to document significant accomplishments and the administrative data required for Section 1 and page 5 of NF 56-6A.

Looking ahead, before the weekend of December 10th, Supervisors should forward their comments to Reporting Officers with the aim to have OERs sent to Reviewers by Friday, December 30th. Before January 14, 2023, Reviewers should then send the completed OER to oer.cpc@noaa.gov for validation and entry into OPFs.

If sending from a noaa.gov email account to oer.cpc@noaa.gov, Reviewers do not need to use Kiteworks encryption to send OERs.
