Good evening and Happy Friday, NOAA Corps!
The summer is now in full swing, which means that for those who aren’t underway and/or otherwise deployed, it’s a traditional time for vacations and well-deserved respites from our work lives. In that spirit, everyone is reminded to review the memo from RADM Hann that grants NOAA Corps officers a series of 96-hour liberty periods around federal holidays for this calendar year. As always, whether we are stationed ashore, at sea, or in the sky, it is incumbent on us all to take advantage of these periods whenever possible. In the event that a delineated liberty period is not available due to an officer’s required holiday duties, we should also work with our supervisory chains and direct reports to identify potential alternative time-off periods to help ensure equitable work-life balance across the NOAA Corps community as much as possible.
I bring this topic up this week, as it is one of the recommendations from the NOAA Junior Officer Advisory Committee (NJAC) and resultant high-priority CPC actions to continue these periodic time-off reminders. As it happens, RADM Hann is hosting the NJAC Executive Board at OMAO Headquarters next week (7/11 to 7/13), and they will be participating in numerous meetings, training periods, and other experiences with OMAO Leadership and various OMAO division and center personnel (including CPC leadership and staff), to both enhance collaboration and foster mutual awareness and understanding. I’m personally excited at the prospect of in-person discussions on NJAC priorities and how to incorporate NJAC energy and passion into helping accomplish our mutual goals. Please stay tuned for updates and outcomes from these conversations!

CPC is pleased to announce RADM Hann's approval of a change to NOAA Corps Directive Chapter 12, Section 12705(E) - NOAA Corps Recruiting Achievement Ribbon (NCRA). Issuance of the NCRA is now retroactive to January 1, 2021, for officers who otherwise meet the eligibility requirements (successfully complete eight distinct recruiting, outreach, or interview events in a 365 consecutive day period). Eligible officers should fill out the NCRA section in the NOAA Corps Service Awards Authorization Worksheet and route appropriate documentation through their supervisory chain to CPC's Officer Personnel Management Division (Juan.Castillo@noaa.gov and Stephen.F.Moulton@noaa.gov).
The end of the annual/semiannual reporting period for O1/O2s is 2023-07-31. Rated Officers that meet this criteria should submit to their Supervisor a list of significant accomplishments during the period, and provide the Administrative Data required for section 1 of NOAA Form 56-6E.
Completed seminannual OERs should be submitted to oer.cpc@noaa.gov by the Reporting Officer NLT Wednesday, August 30th. A semiannual OER submission is not required if an OER was submitted within three months prior to the end of the semiannual reporting period. An annual OER submission is not required if an OER was submitted within six months prior to the end of the annual reporting period.
Take a moment to review NOAA Corps Directives Chapter 4 Part 4 and the Officer Evaluation System Instruction manual for OER procedures: https://www.corpscpc.noaa.gov/careermgmt/evaluation.html. When in doubt, create an HR Action Request to ask CPC/OCMD for OER guidance.
The NOAA Corps Junior Officer Advisory Committee (NJAC) is continuing its webinar series. Each quarter the NJAC will be hosting a webinar focused on issues directly related to junior officers or other topical subjects. Topics in the past have ranged from awards and promotion processes to aviation applications to NOAA Corps medical standards.
