Captain Anne K. Lynch is the Director of the Commissioned Personnel Center (CPC), the foundation of support for officers of the National Oceanic and Atmospheric Administration Commissioned Officer Corps (NOAA Corps). CAPT Lynch has served over 21 years as an officer in the NOAA Corps, one of the nation's seven uniformed services.

As Director, CPC, CAPT Lynch manages all aspects of the NOAA Corps' personnel system, and is responsible for approximately 320 NOAA Corps officers and their associated human resources activities. CAPT Lynch accomplishes her responsibilities while reinforcing and upholding the values of the NOAA Corps: Honor, Respect, Commitment. CAPT Lynch strives to use these values, in addition to the values of the Office of Marine and Aviation Operations (OMAO) as the lens to make ethically professional decisions in support of NOAA.

CAPT Lynch has had a diverse career that has balanced both operational duty at sea with a variety of scientific, management and leadership positions ashore. Her experience at sea includes sailing both oceanographic and fisheries research vessels in the Atlantic and Pacific Oceans from the Arctic to the Antarctic. With over nine years at sea, CAPT Lynch has served aboard four NOAA Ships; Surveyor, Ronald H. Brown, Miller Freeman and Henry B. Bigelow. CAPT Lynch has recently finished a tour as Commanding Officer aboard NOAA Ship Henry B. Bigelow, an honor bestowed upon few women within the NOAA Corps.

As a senior officer, CAPT Lynch was assigned various positions ashore centered on the recruiting and training of officer candidates. Her career path has been critical to the NOAA Corps' success in hiring, training and retaining dedicated and outstanding officers. As a recruiter within the NOAA Corps, CAPT Lynch was responsible for recruiting over 50 officers. As the Officer in Charge of the training academy, CAPT Lynch oversaw the training of 110 new officers. Within the training program, CAPT Lynch was the focal point for both junior and senior officer training programs, and initiated the Prospective Senior Officer course for the Refresher training given to officers embarking on subsequent sea tours. At CPC, she continues support to the development of junior officer with the creation of a Junior Officer Transition Program, which mentors junior officers and helps them move seamlessly into active duty life.

CAPT Lynch has been recognized for superior performance throughout her career, having received three NOAA Corps Commendation Medals, and seven NOAA Corps Achievement Medals. With a bachelor's degree in physics, CAPT Lynch continues her personal and professional development with a variety of training curriculums, including over 350 hours of leadership and management instruction.

CAPT Lynch lives in Maryland with her husband Matthew and their two exuberant and wonderful sons.
